Britain and France Will Dispatch Military Personnel to Ukraine if a Peace Agreement is Agreed

Placeholder Diplomatic Meeting

The British and French governments have inked a declaration of intent concerning the stationing of military forces in the nation if a ceasefire be struck with Russia, the UK Prime Minister, Sir Keir Starmer, has announced.

Subsequent to discussions with allied nations in Paris, he said that the allies would "set up military hubs in various parts of Ukraine and construct fortified installations for weapons and military equipment" to discourage any future attack.

The partner countries also proposed that the America would assume leadership in monitoring a ceasefire.

The Kremlin has consistently stated that any foreign troops in Ukraine would be considered a "valid objective", but has so far not issued a statement on this recent declaration.

Background and Ongoing Conflict

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in early 2022, and Russia at this time occupies approximately 20% of Ukrainian territory.

"This constitutes a crucial element of our vow to stand with Ukraine for the long-term," commented Starmer.

Heads of state and senior officials from the "Allied Coalition" took part in the recent discussions.

He stated at a shared media briefing, he further said: "It creates the pathway for the juridical structure under which allied and coalition forces could function on the ground in Ukraine, securing Ukraine's air and maritime domains, and restoring Ukraine's military for the future."

The PM went on to say that the UK would participate in any American-headed monitoring of a potential ceasefire.

Security Guarantees and Diplomatic Positions

Top US negotiator Steve Witkoff remarked that "lasting defense assurances and strong economic promises are vital to a permanent resolution" in Ukraine – mentioning a key condition made by Kyiv.

The negotiator said the allies had "largely finished" their work on finalizing such assurances "so that the citizens of Ukraine know that when this hostilities ends, it ends for good."

Donald Trump's son-in-law, US President Donald Trump's advisor, also participated in the negotiations.

Meanwhile, French President Emmanuel Macron stated that Ukraine's supporters had made "significant advances" at the talks.

He added that "robust" defense assurances for the Ukrainian government had been reached in the instance of a potential ceasefire.

President Volodymyr Zelensky commented that a "huge development" had been made in the negotiations, but qualified that he would only deem efforts to be "enough" if they culminated in the end of the conflict.

Last week, the Ukrainian leader indicated a peace agreement was "largely prepared". Finalizing the last 10% would "shape the future of peace, the future of Ukraine and Europe".

Outstanding Matters

  • Land and defense assurances have been at the forefront of ongoing disputes for diplomats.
  • Moscow has consistently stated that Kyiv's military must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will take control, rejecting any compromise over how to finish the war.
  • Kyiv has to date rejected giving up any land, but has suggested that Ukraine could move its forces to an mutually accepted point – but only if Russia does the same.

Russia currently occupies approximately 75% of the Donetsk oblast and some 99% of the adjacent Luhansk region. The areas form the heartland of the Donbas.

The original US-led comprehensive framework that was widely leaked to the media last year was seen by Kyiv and its partners in Europe as being strongly biased in Russia's favor.

This sparked a period of focused negotiations – with the involved parties trying to revise the draft.

Recently, The Ukrainian government submitted the US an updated framework – as well as additional documents detailing possible defense assurances and plans for Ukraine's rebuilding, the President added.
