Iran is ready to resume atomic discussions with the United States provided that it is approached with "dignity" and "respect", Tehran's top diplomat has stated.

The Iranian diplomat said solely negotiations worked, and revealed recent overtures had been made by mediators to reopen talks with the American leadership. He claimed Iran did not have unreported enrichment locations, and Iran was not yet able to permit the UN nuclear inspectorate to access attacked atomic facilities for security reasons.

Navigating a Challenging Path

The foreign minister is navigating a difficult path since Iran wishes not to appear to be operating from a position of weakness, and he consistently maintained that Iran had emerged stronger militarily and mentally from the coordinated strike on its enrichment centers in June.

He was addressing at a security conference in Tehran where he reaffirmed that Iran had "an inalienable right to process nuclear material domestically that it will perpetually retain" – the key factor of the stalemate in the earlier negotiations.

Previous Negotiations Unexpectedly Concluded

The prior phases of negotiations between the US and Iran were concluded unexpectedly and acrimonious termination on 12 June when Israel, with US support, targeted Iran's enrichment centers in a two-week conflict that ended with the American leader asserting the sites had been destroyed. Afterward, European countries used their privilege to reimpose global restrictions, but Iran insists they have not had a major impact.

Perfect Agreement Proposed

Iran's diplomats said they felt they had reached a "ideal resolution" to the enrichment issue in earlier negotiations, when it was settled an Iran-based consortium with Washington's engagement could process nuclear material. Each party would have been able to claim victory since local refinement would have continued and the US could be certain that Iran's enrichment initiative was exclusively peaceful.

It had not been decided in the talks that Washington's technical specialists could work on Iranian soil, but that was a reasonable assumption of the consortium proposal. Diplomats asserted repeatedly they had secured an understanding with Washington's diplomat Steve Witkoff only for the deal to collapse due to "spoilers in Washington".

Existing Situation

Iran's diplomats declared the consortium offer was now withdrawn, but it seems quite possible the offer could be resurrected in some form if negotiations resume.

Trump recently said he had been obtaining communications that Iran sought to resume discussions, but privately Iranian officials claim they are not yet obtaining consistent overtures from Washington either explicitly or from key regional mediators, such as Qatar, the Egyptian leadership, Oman and the Saudi kingdom. The Iran's state department has been charged of inactivity in the face of Washington's unmediated tactics, but Iran states negotiations is not part of a show.

Negotiating Position

In his address to the conference, intended to portray the US as a hegemonic power that abuses the notion of worldwide standards, Araghchi stated the fortnight-long engagement demonstrated the conflict could not be settled by armed force. He said the attacks commenced with a American requirement for an total Iran submission and ended with an absolute demand for a truce.

Iran is certain the opening assaults from Tel Aviv were carried out with total Washington understanding and collaboration, making faith challenging to rebuild.

Negotiations Stays the Ultimate Resolution

Araghchi said: "Tehran was not the one that had deserted diplomacy; it was America and the western countries that had consistently attempted to enforce their demands during the negotiations. Dialogue can still be viable and continues the final resolution to settle conflicts, but its requirements, regulations and principles must be respected."

"In case they speak to the Iranian people with the approach of dignity and honor, they will obtain a reply in the same tone."

Restoration and Rebuilding

In what is described by Tehran representatives as the battle of restoration and recovery, Araghchi stated he was certain Iran's defence capabilities "are considerably enhanced than preceding 13 or 14 June of this year. All our capabilities have been rebuilt. We gained numerous insights from this conflict; we have come to know our internal vulnerabilities and the vulnerabilities of the enemy."

He continued: "We effectively endured this engagement. Our nuclear technology, which they intended to destroy, remains in place. The sites and gear, if damaged, will be reconstructed; what is essential is the determination of the citizens of Tehran and then the national cohesion that they targeted, but did not succeed to break. The citizens of Tehran have become stronger, more integrated, and more backing of the leadership and the country in the face of this attack."
