Ukrainian President Volodymyr Zelensky Asserts He Lacks Explicit Defense Guarantee from European Partners

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have not given him solid assurances that they will protect his country in the case of a fresh offensive by Russia.

"I am asking this very question to every one of our allies and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.

These remarks follow a day after Britain and France inked a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.

However, full security guarantees have yet to be solidified. The United States, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a pledge at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which involved some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be deployed.

Allies proposed that the US would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

Moscow has thus far remained silent on the announcement made in the city of Paris.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow now occupies about 20% of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the bilateral declaration as "an essential component of our dedication to support Ukraine for the foreseeable future".

He added: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the future."

Zelensky hailed that agreement as a "huge step forward".

A day later, however, he seemed more cautious.

"I perceive the determination, the political will, and that the partners are ready, and the allies are willing to give us strong sanctions, strong security guarantees," he said when questioned if European countries would defend Ukraine.

"But as long as we lack such binding security pacts - legally binding, supported by parliaments, supported by the United States Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

The Paris talks were also notable owing to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

One envoy stated the allies "largely finished" their work on agreeing security protocols.

Last week, the President indicated a peace deal was "90% ready".

Territorial concessions and defense pledges have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukraine's military must pull back from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could withdraw its troops to an established line - but only if Russia reciprocated the action.

Russian forces now holds about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The two regions form the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukraine has hit back at objectives inside Russia with unmanned aerial vehicles, albeit with more limited success.
